SNAP Benefits in New York: Who is Eligible?

Are you or someone you know elderly or disabled and in need of food assistance? You or your loved one may be eligible for SNAP benefits in the New York City area. The Supplemental Nutritious Assistance Program, formerly known as “food stamps,” are available to low-income New Yorkers. If you’re deemed eligible, you can receive benefits in about 30 days.

Eligibility requirements for SNAP Benefits in New York City

Every state has different eligibility requirements. In NYC, the eligibility requirements are based on your income, household size, expenses and other factors that may affect your ability to pay for food. Each application is evaluated individually, so there are no standardized requirements.

How to apply for SNAP Benefits in the New York City area

Due to Covid-19 many of the Human Resources Administration (HRA) offices where you would normally apply in person are closed.

If you live in the NYC area, you can call 718 557 1399 to request a SNAP application be sent to your home.

What can I buy using SNAP Benefits?

Once you receive your EBT card, you can use it to buy groceries at most retail locations. According to the NYC Human Resources Administration website these items can be purchased using SNAP Benefits:

  • Food or food products meant to be eaten by people.

  • Seeds to grow vegetables and plants that provide food, such as basil or tomato.

  • Baby formula, diabetic, and diet foods.

  • Spices, herbs, pectin, shortening and other edible items used for cooking.

  • Water and ice labeled for human consumption.

  • Snack foods.

What items cannot be purchased using SNAP Benefits?

  • Prepared hot foods in grocery stores.

  • Any prepared food (hot or cold) sold and meant to be eaten at the store.

  • Alcoholic beverages and tobacco.

  • Cleaning products, paper products, toiletries, and cooking utensils.

  • Pet supplies.

  • Items for food preservation such as canning jars and lids, freezer containers, or food wrapping paper.

  • Medicines, vitamins, or minerals.

  • Items for gardening.

Can I use SNAP Benefits for online ordering?

In the New York City area, you can use your EBT card to buy fresh produce and other groceries through Amazon, Walmart, and ShopRite. Please note, that SNAP benefits will not cover delivery fees for orders placed at these online retailers.
